INTERNATIONAL EXPERIENCES IN RENEWABLE ENERGY AUCTIONS (IEREA 2021) - THE GERMANY’S EXPERIENCE
A five-day webinar series on experience sharing in renewable energy (RE) auctions including Denmark, India, Germany, the United Kingdom, and the United States, IEREA 2021 was organized by PECC3 with the support of the Center For Procurement Support (under the Public Procurement Agency, Ministry of Planning and Investment).

Germany lacks the abundance of hydroelectric, solar, and wind energy resources that Vietnam does, and thus has made significant efforts to achieve its targeted energy shares. Germany's government values seamless transition, and an auction mechanism would ensure Germany's competitiveness, promote technological advancement, and ensure its success in the landscape.
By 2000, the German government established FiT regimes for RE projects, which have undergone numerous changes since the EEG was first introduced in 2003 and has been amended numerous times over the years. After the market began to deteriorate due to a variety of issues caused by the FiT scheme, such as unstable connections, unequal infrastructure planning, and site disputes, Germany decided to switch to an auction system.
Germany, like Denmark, used one- and two-stage auctions to address environmental regulations, wind capacity assessment, geodesy, geology, resource availability, and contractor capacity. More importantly, the proposed plan must integrate seamlessly with the existing infrastructure and grid system without increasing the system's overall wait time. Agencies responsible for grid management, as well as those responsible for heat, gas, railroads, and marine environmental surveys, collaborate to develop a master integration plan that ensures a seamless deployment and proper allocation without duplication.
This session concluded with a Q&A session during which pertinent topics such as ceiling policy, auctioneer, PPA, and waste treatment were discussed, demonstrating the shared interest of both the Vietnamese and German sides in transitioning to a sustainable economy.
